National Do Not Call List (DNCL)
D&B Canada applauds the introduction of the National Do Not Call List (DNCL). Canada’s Do Not Call List is a nationwide registry that will allow consumers to register their telephone numbers to reduce the number of unsolicited telemarketing calls they receive. The National Do Not Call List (DNCL) came into effect on September 30, 2008.
The existence of a national do not call list will not prevent D&B customers from conducting business. The program was created specifically and exclusively for telemarketing to consumers in their homes.
The Canadian Radio-television and Telecommunications Commission (CRTC) considers it appropriate that business consumers continue to have the protection against the inconvenience or nuisance of telemarketing telecommunications provided by the Telemarketing Rules.

The DNCL was created to protect the privacy of persons from the inconvenience of unsolicited telemarketing calls, while still allowing for legitimate uses of telemarketing communications. Telemarketing refers to the use of telecommunications facilities to make unsolicited telephone calls or to send unsolicited faxes to consumers for the purpose of solicitation.
Certain types of unsolicited telecommunications are exempt from the DNCL rules:
- Telemarketing calls to numbers used for business. D&B only makes calls to numbers used for business, therefore we are exempt.
- By or on behalf of registered charities
- By or on behalf of political parties
- To collect information for a survey
- General-circulation newspaper solicitation
- To a consumer that has an existing business relationship with the client of the telemarketer
If you do not wish to receive calls from organizations who are exempt, you can ask to be added to their do not call list at the time of their telemarketing call or you can contact them directly to be registered on their own DNCL.

Can I register my business telephone number?
The National DNCL is only for personal telephone numbers only. Telemarketing calls to numbers used for business are exempt from the National DNCL Rules.
Does D&B Canada have a B2B Do Not Call List?
Yes. To be placed on our internal Do-Not-Call List, you may call us at 1-800-463-6362 and/or contact us at CustomerCare@dnb.com. Alternatively, when you are contacted by a telemarketer calling on our behalf, you may ask to be placed on our organization’s internal do-not-call list.
What is D&B Canada doing to remain compliant with the DNCL?
Being a Business to Business (B2B) corporation, D&B Canada is exempt from the National DNCL rules as they pertain to Business to Consumer (B2C) telemarketing only.
You can confidently purchase any of our risk, sales and marketing and supply chain management solutions without trepidation of being non-compliant with the rules outlined by the National DNCL.
Are customers who buy a D&B list compliant with the DNCL rules?
Yes. The DNCL rules only apply to businesses telemarketing to consumers. However, D&B Canada adheres to accepted Telemarketing Rules and practices by maintaining and updating our own internal Do Not Call List. All businesses provided in D&B’s marketing files (DMI, EDMI, telemarketing, etc.) have been scrubbed against our internally-managed Do Not Call List. When using one of D&B’s marketing lists, you are fully compliant with all DNCL rules while at the same time, taking a more focused approach in marketing to the right customers the first time.
Who is affected by the DNCL?
Telemarketers (organizations) who are telemarketing to consumers on a personal level.
When did the DNCL come into effect?
Are telemarketers who are exempt from the National DNCL required to tell me why they are calling?
Yes. A telemarketer making an exempt telemarketing call is required to tell you the purpose of the call at the beginning of the call and identify on whose behalf the call is being made.
Who manages the National DNCL?
Bell Canada was contracted by the Canadian Radio-television and Telecommunications Commission (CRTC) to act as the National DNCL Operator. It is enforced by the CRTC.

Telemarketing refers to the use of telecommunications facilities to make unsolicited telephone calls or to send unsolicited faxes to consumers for the purpose of solicitation.
Why are businesses exempt from the DNCL
The Canadian Radio-television and Telecommunications Commission (CRTC) has received little evidence of undue inconvenience or nuisance to business consumers as a result of receiving telemarketing telecommunications. Accordingly, telemarketing to business consumers is exempt from the National DNCL Rules.
The Commission considers it appropriate that business consumers continue to have the protection against the inconvenience or nuisance of telemarketing telecommunications provided by the Telemarketing Rules. In particular, the Commission notes that business consumers retain the option of registering on the do not call list of a given telemarketer or client of a telemarketer.
